This theme was chosen by citizens of Uganda to bring a 'people's' element to the discussions at the Commonwealth Heads of Government Meeting (CHOGM) which will be represented by 53 nations and 1.8 billion people

"Uganda looks forward to welcoming Commonwealth civil society to the next People's Forum. It is an historic opportunity for us to learn from each other and send clear messages to our political leaders on our common future."Warren Nyamugasira, Chair, Commonwealth People's Forum Steering Committee
Realising People's Potential calls for a holistic and people centred approach to transforming societies and economies.

The aims of the CPF are:
To raise the visibility of civil society organisations in the Commonwealth;
To create partnerships in the quest for development and democracy; strengthen links between Commonwealth civil society organisations;
To create opportunities for dialogue between civil society and government ministers on priority issues in the Commonwealth; and
To provide opportunities for that dialogue to be raised and addressed at the CHOGM.
Realising People's Potential therefore requires an integrated approach to developing policies, institutions and capacities that enhance the quality of life and meet the needs of every citizen

Over the past 40 years many lessons have been learned. One of the most important is that in the right circumstances each and every individual can be a source of inspiration and innovation in the fight to eradicate poverty and develop opportunity
The Commonwealth Foundation will support and facilitate a pan Commonwealth process of civil society dialogue and interaction, prior to the CPF drawing on national, regional and international processes that will culminate with the Committee of the Whole, which takes place in September/October 2007. The outcomes of the Committee of the Whole will feed into the CHOGM communiqué.
